(CNN) As the number of cases of Ebola spreads from West Africa to the U.S., officials on the ground say they now face the dilemma of whether to send someone on a plane to the outbreak zone, or let people die at home.

The U.S. has sent aid supplies to affected countries, but most Ebola patients remain at home, a major setback for the Ebola response.

Health experts and government officials are scrambling to figure out how best to help. At the same time, officials say, they are working on stopping the disease from entering homes.

And the medical aid workers involved in monitoring those affected by the disease worry how they will help fight the epidemic.

“We may be forced to choose between giving aid to an epidemic that is already there,” said Dr. Thomas Frieden, director of the Centers for Disease Control and Prevention, at the U.N. General Assembly in New York. “There are two kinds of people in America: the ones who understand the epidemic, and the ones who don’t. You can’t have one without the other.”

A doctor in Texas named Thomas Eric Duncan, 44, began showing symptoms of the disease in Dallas. He died after being hospitalized with the deadly virus last week.

The CDC is sending two teams of experts to Dallas on Tuesday in an effort to stop the infection from spreading. Another two teams of doctors will be there Thursday.

One of them is headed by William Schaffner, a professor of emergency medicine at Vanderbilt University Medical Center in Nashville, Tennessee, who is known worldwide for his efforts to stem malaria. A graduate of Texas A&M University in College Station and a former resident at Emory, Schaffner’s specialty was pulmonology.

“I’m a pulmonologist. I’m an emergency medicine doctor. I’m here to help Dallas,” he said.

A second team of doctors, all American citizens, will arrive Friday in Liberia.

On Wednesday, Texas Gov. Rick Perry announced four additional doctors have been added to the CDC panel of experts with direct experience treating Ebola — the first doctor to come from this country.

Health experts say there are risks involved in sending a plane out into the country and risking it being turned back.
