A former student at Central Florida College is being charged with a hate crime for the burning of a Confederate flag that was flying outside an Old Central High School.

David Michael Lipscomb, 20, is charged with violating Florida’s hate crime statute and third-degree burglary to damage property, according to Orange County Sheriff’s Department Lt. Chris Cook.


According to an incident report obtained by WFTV News Channel 6, Lipscomb and someone else started a fire inside the school on February 28, 2014, just before 11:30 a.m.

A teacher, the school’s principal and another student were inside, but were not involved in the fire, the report said.

The teacher noticed smoke coming out from the rear of the school and called for the fire department.

It was not long before two more students arrived with a ladder and saw flames coming from inside the classrooms, the report said.

One student said she tried to extinguish the flames but the ladder broke. Another student climbed down a ladder and helped the fire department extinguish the blaze.

At no time did authorities discover any incendiary materials in the school or on the ground outside, Cook said.

Lipscomb also allegedly stole a school lunch bag from the cafeteria, which contained items for the lunch line, during the time of the fire, and burned a copy of the New York Times, the report said.

He is charged with a felony count of third-degree burglary to damage property. He will appear in court March 2.
