Absolutely not! Use a gentle roller wheel that has no abrasive coating on it, let it sit for several hours, then apply and buff.
After it dries, it might look as though the spray-on finish is still sticking to the spray-on product, so don’t rely on that to be a good finish! You are not trying to clean the metal and you will have to buff away the remaining spray-on coating that might still stick. It takes a little while and may seem like you are working with a very thin coat, but don’t be fooled!

I’ve always used Rustoleum products, so I don’t have to tell you to get yourself a new coat! There’s no special primer that helps with the application and buffing of Rustoleum.
In many cases, the spray-on finish will leave scratches where the spray can went off, or where the spray was sprayed and then the coating got washed away by the spray. There’s no question that spray paint won’t take up a lot of that small scrap of metal where the spray came off. I’ve found that most sanding solvents leave those scratches.
You may also have to sand or buff some portions of the spray-on coat more often than it should be sanded/brushed. A bit of sanding with a fine grit paper towel can be useful.
You may have to start sanding as soon as you start sanding metal or as soon as you finish sanding. If you’ll be using the spray-on finish and then sanding metal again to make your coat look less bad, make sure to sand the metal with the new finish. In general
